Matthew W. Hart

Matt Hart is the Town Manager of West Hartford, Connecticut, a full service municipality with a population of 63,268. West Hartford is an award-winning community known for its diversity, excellent schools and municipal services, and great quality of life. West Hartford has operated under the Council-Manager form of government since 1919, the first municipality in Connecticut and one of the first in the country to adopt this form of government.

Matt is an accomplished manager and leader with broad experience in local government. He values open government, democratic processes, and teamwork, and has a passion for leadership and public service.

Matt began his tenure as West Hartford’s ninth Town Manager in July 2017. He has focused on building partnerships with the community, hiring talented professionals to lead the town’s public safety departments, and creating a fresh brand for West Hartford. Matt is also striving to foster a work environment for free flowing ideas, set goals for the future, and develop fiscal strategies designed to address budgetary and operational needs while being sensitive to costs and affordability. He recognizes the importance of supporting the town’s business community and is working to streamline processes and create opportunities for businesses to grow and thrive.

Previously, Matt served as Town Manager in Mansfield, Connecticut, where he played a critical role in the development of Storrs Center, a mixed-use, New Urbanism project located adjacent to the University of Connecticut’s main campus. In addition, Matt has experience working in the private sector and is a veteran of the US Army and US Army National Guard.

Matt earned his Juris Doctor (JD) and Master’s in Public Affairs (MPA) from the University of Connecticut (UConn), and his Bachelor’s degree in political science from the State University of New York at Potsdam.

The UConn Master of Public Affairs Program has recognized Matt for his contributions to the field of public administration and the school. He is an active member of the International City/County Management Association (ICMA), and presently serves as a regional vice-president on the ICMA Board of Directors.
